At 2% it takes $1 million of net losses to release the full $20,000. At the top level's 25% it takes $80,000. Weekly and monthly bonuses can also release this amount.
The three rules, word for word
1Past the Bonus Balance: 1x wagering
If the claimed amount exceeds the remaining Bonus Balance, including where the Bonus Balance is zero, only an amount equal to the remaining Bonus Balance is paid under (c). The remainder is credited as a Second Chance Bonus under Section 21.1.2.
A Second Chance Bonus must be wagered once before it can be withdrawn, clause 21.2.1.

Weekly Bonus = Total Wager × House Margin × 2%
With a 4% house edge, that's a bonus of $80 on $100,000 of slot bets for the week. The 2% drops to 1.5% for the monthly bonus.

Whale.io withdrawal limits: no cap, instalments above 50,000 USDT
Whale.io's terms and cashier set no maximum withdrawals. A request to withdraw more than 50,000 USDT can be paid in instalments, with the structure and timing at Whale.io's discretion. A comparison to the rules at ten casinos shows how each one pays large winnings in instalments.
For any withdrawal request exceeding the equivalent of 50,000 USDT (or its equivalent in other supported cryptocurrencies), reserves the right to process the payment in installments.
